Problem is Frank only wants to enforce that part of the 1866 Treaty that pertains to the Freedmen...the other provisions of the treaty are not enforced and are probably considered outdated by Congress EXCEPT this provision about the Freedmen which CBC wants to enforce...the Freedmen can get the same benefits from the State of Oklahoma that they get from the Cherokee Nation. Ya'll need to wait for the court case or maybe they don't have any faith in the Federal Courts, so they're pushing this Freedmen provision of the 1866 Treaty... And it's the only provision they're trying to enforce, the other provisions have long since been forgotten.... Reality is: the Freedmen are NOT Cherokee! and we have another biased enforcement of a treaty to the detriment of the Cherokee Nation.
